The permanent secretariat is to Jakarta. Created during the war of Viêtnam, Ansea marks a new link between the Malaysia and Singapore. The main objectives, expressed in the Statement of Bangkok ( 1967 ), consist in promoting the economic, social and cultural development, as well as the regional cooperation between States members. A forum is organized with Japan in 1977, and an agreement of cooperation is signed with the European Economic Community ( EEC ) in 1980 (to see European Union). In the end of the years eighty and at the beginning of the years ninety, Ansea serves of intermediary in the civil war which takes place in Cambodia. In January, 1992, the members of Ansea decide to create a free trade area and to reduce tariffs on non-agricultural goods!; these measures came into effect in 1993 for a period of fifteen years. The meeting of Ansea in July, 1994 concerned the necessity of strengthening the cohesion of the association, its opening with new members, as well as on the role in security of the region in this period which succeeded cold war. On July 28, 1995, the socialist Republic of Viêtnam joins Ansea, becoming so the first communist country member of the association. By recognizing the potential of this country as economic and political ally, It wanted to prove the will to reinstate Viêtnam in the world economy. This short story intervened some weeks after the announcement, by the United States, of the resumption of diplomatic relations with Viêtnam, a country with which they were in war twenty years earlier. In July, 1997, Laos and Burma were allowed as separate members. Understanding{*including*} at present nine members, the association adjourned the membership of Cambodia.
