Economic community of the States of the West Africa ( CEDEAO), organization intended to favor the economic, social and cultural development of Africa of the West. Established in 1975 by the treaty of Lagos, it comes into effect in 1977. The States founders are Benin, Burkina Faso, Cape Verde, Côte d'Ivoire, Gambia, Ghana, Guinea, Guinea-Bissau, Liberia, Mali, Maurinania, Niger, Nigeria, Senegal, Sierra Leone and Togo. Cedeao is administered with a secretariat based in Lagos, in Nigeria. The constitution of this regional union has for object to liberalize exchanges by abolishing the obstacles which restrict the free traffic of the possessions and the services (customs duties, quotae and the other measures of equivalent effect) and the persons between States members. It also worked in a important way to improve the quality of the network of communication as well as the interregional transport. Certain countries delay however applying these agreements to national level and paying their contribution to the collection{*fund*} of the Community. Beyond an economic cooperation, the treaty creating Cedeao contains capacities relative to the defence and to the common security of its members: besides the existence of agreements of non-aggression mutual, the union endowed of a regional army, Ecomog. The military role of Cedeao was extremely important during the years ninety. Within the framework of the operations of preservation of the peace placed under the aegis of the UNO, Ecomog was used as force of interposition in the civil war which tears Liberia. Efforts spread with Cedeao, through Ecomog, to impose a cease-fire and to help in the constitution of a government recognized by the set{*group*} of Liberian watches allowed to succeed signed of a peace treaty and the establishment of a government of transition, which reaches power in 1994
