- French-speaking world, expression covering the set(group) of States using French and recognizing members of this community of culture and history. Term "French-speaking world" was forged by the geographer Élisée Reclus in 1887. Except France, French language is notably used in Belgium (Brussels and Wallonie), in Switzerland(Swiss) romande, in Italy (valley of Aoste and valleys vaudoises), in the principality of Monaco, in Canada (Quebec and maritime Provinces), in French Antilles, in Guyana, in Reunion, in New Caledonia and in Polynésie. French kept(preserved) its positions in the Arabic world in the Lebanon, and in particular in North Africa as Tunisia, Morocco, Algeria, and Maurinania, and present rest in Black Africa and in Madagascar. So, 500 million persons about speak French in the world. The French-speaking world does not represent simply a speech community but is also a political stake: It is a cultural means to fight against the Anglo-Saxon influence and notably American. Thrown(launched) by leaders of State as Léopold Sédar Senghor or Habib Bourguiba, encouraged by the general de Gaulle who wished to strengthen the links of France with his(her) former(old) colonies and to create so a sphere of influence, the French-speaking world was born officially in 1969 in the conference of Niamey. To carry(wear) height the colours of the French-speaking world, the numerous institutions were created, as the High Committee of French language ( 1966 ) or the Agency of cultural and technical cooperation ( ACCT), which regroups 40 countries. French Alliance, based in 1883 and presents all over the world, introduces also to the language and to the culture French thousand foreigners. In the 1980's, the French-speaking world took, on initiative of François Mitterrand, a new dimension with the creation in 1984 of the High council of the French-speaking world, the meeting in Versailles in 1986 of the first summit of the leaders of State and government having in common the custom(usage) of French and, the same year, the institution in France of a secretariat of State loaded(charged) to promote the set(group) of actions bound(connected) to the French-speaking world. Finally, the French-speaking world, supported by international Radio-France, was consolidated by the launch of her(it) chaîneTV5 cofinanced by Belgium, France, Switzerland and Canada.
