Union of Western Europe ( UEO), European military and political institution loaded to maintain peace and safety between its members. The creation of the Union of Western Europe goes back up to the agreements of Paris of October 23, 1954 which follow on the treaty of Brussels signed on March 17, 1948 between France, Great Britain, Belgium, Netherlands and Luxemburg, Italy and Germany. Portugal and Spain become members of the institution in 1988 and Greece in 1992. It counts today, beside the separate members, associated States and States which benefit from observers' status (neutral countries members of the European Union!; country of central and oriental Europe). The treaty of Brussels set up an embryo of European collective defence according to the following capacities: automaticité of reaction on behalf of States members in case of attack steered against one of them!; Help and assistance by average servicemen in case of aggression!; consultation between States members on any situation being able to establish a threat against the peace. The main organ is the council of the Union, consisted of foreign secretaries and Ministers of the Defence of States members. The seat of the Organization is in Brussels. Put in sleep because of the ascendancy of the North Atlantic Treaty Organization (NATO) in the field of the collective defence in Europe throughout cold war, UEO played only a minor role until the environment of the years eighty, time when the Organization was reactivated. Following the capacities of the treaty of Maastricht which put the principle of a foreign policy and a common safety of the European Union, and the decisions taken within the NATO, the UEO is called to become the tool of a common European defence. It so developed at the same moment the operational capacities and of economic planning to answer this mission. In this purpose, an European military body built up itself in 1992: the Eurobody includes, besides French and German servicemen, Belgian, Spanish and Luxembourgian contingents.
